How can I best reach the results I am looking for?



To start, I'm female, 20, 5'6 and weigh 123lbs. I do not carry a lot of body fat in any specific part of my body (the most is in my stomach but the fat amounts seems to vary by day) but I consider myself "soft". I know that I am lacking muscle mass to get the toned body that I need, but considering that I don't have a large amount of fat on my body, is it still necessary for me to have cardio days in my workouts? What is the average body fat percentage that allows people to start viewing their muscles? Any tips appreciated. Thanks.
