You're overweight, that's why your boobs are the size they are, and they're not even big. 38C means you're 38 inches WIDE with C cup boobs, which is an average cup size. 38 inches wide at 5'1" means you're overweight which corresponds to your weight of 130-140 lbs.



The number has almost nothing to do with your boob size, that's just your width...
