How to get rid of man boobs?

I'm 19 and I use to be a lil over weight. I've lost a lot if weight in the last couple of years n everyone tells me that I look so skinny now. But I still have man boobs. I weigh 150 and I'm 5'10.
What can I do to get rid of the man boobs? I don't have a gym membership but I do got 20 n 30 pound dumbells.
What should I do and how long would it take for them to start going away?
I'm looking forward to get a chest tattoo but I feel like I need a chest to make it look better
