Question: Looking for ways to turn fat into muscle?

I am 18, 5 foot 7 inches, and used to maintain a weight of 160 lbs. However I can not play rugby this spring/summer so I have increased my weight to 180 lbs. I have a 32 inch waist with a moderate amount of muscle. I became worried when my BMI is considered unhealthy although I heard BMI isn't accurate. To get to the point, how can I cut down 20 lbs to get back to my optimum weight? I have been exercising 1,100 calories a day while intaking 2,900 but I have not seen a change.



For 3 or 4 days a week here's my schedule:

5 sets of: 20 push-ups, 20 sit-ups, 10 burpees, 30 second wall-sit. Afterwards I run/brisk walk for 25 minutes. Other than that everyday I walk at least a mile living in a rural town without a vehicle.
