Weight/training program for 15 year old?

I'm 15. I've been on and off lifting since age 13. I've never really noticed a big difference in strength. I'm around 5-8. I weight in between 150-160. I'm a little overweight, so I'd like to turn that fat into muscle and become buff. Any workout routine that would buffen me up and make more defined fast would be nice. Also, if you could, some sort of diet would help to. I'm fully committed to lifting and dieting if it guarantees I will see improvements in my body. I'd also like a like running and other cardio workouts would be a huge help. Thanks. And one last thing, is it okay if I take creatine?
