Hanging skin after weight loss issue

I have lost the total of a small person over a couple of years. I still have a small bit to go but I have noticed even with working out, drinking water, eating healthy and toning that I still have skin that is hanging. Just saw pictures of me from the other day and my eyes went straight to my upper arms and I would say irked but that is not even close to how I feel about it. I actually feel like I have lost the weight every place else but my upper arms. I know it is not true but apparently this is more of an issue for me than I thought. Now I don't mean I look like a flying squirrel when I pick my arms up but enough that it irks me. I was told a very long time ago that drinking skim milk was something that helped this along with making sure my water intake was good, I was eating healthy and working out. Now I do all these things and I am sure they are much better than they have been but WOW they look like they belong to someone else to me. If I flex on the other hand it is not as bad but relaxed, just not good.



As I said I eat healthy, a lot of cardio and toning, plenty of water, I have a bad shoulder so I don't do heavy lifting, the joint on one side can't handle too much, hardly any fat. The only thing I haven't done is contact a plastic surgeon, which I will say once all the weight is off for 2 years if it doesn't tighten all the way up I will be getting whatever is hanging tucked but I would like to avoid that.



What else can be done about this other than what I have been doing? Am I missing something? I know it takes time and all but at this point everything else has pretty much snapped back, even my stomach and I have had 2 rather large babies, I don't understand what is going on with this or even at this point how to fix it. Any suggestions?
