It was a tough night for Chicago Mayor Rahm Emanuel. President Obama's former chief of staff fell short of the votes he needed to be re-elected during the city's non-partisan municipal election. Emanuel will face the second place vote-getter, Cook County Commissioner Jesus Garcia, in a runoff in early April.
