Medically Workout Challenged

So I have extremely bad asthma, congestive heart failure (which causes really bad swelling below the knees), and really really bad knees. Outside of walking, I can do no lower body exercise. I can't get down on the floor, because I am unable to stand back up without a horrible struggle. I can't do aerobics, because I can't breathe 5 seconds in even with my inhaler.



Swimming works, but it's hard to find a pool not full of kids, and pool fees aren't cheap.



I'm looking for a way to lose over 200 pounds of pure fat when I am unable to do cardio and although I can walk, I can only walk for 5 or so minutes at a time.



I'd love some ideas. My doctors have me walking on a treadmill a few times a day, and doing things like calf stretches and weight lifting but I'm not seeing any results.
