Are There Any Strength-Training Exercise That Can Re-Distribute Fat?

This may sound weird, but I've always had chicken legs, and I've always hoped for larger thighs. I don't necessarily want really muscular and toned thighs, but I just wish I could find a way to hold more weight in my thighs versus belly area. Is there anyway that some type of strength training or body building exercises could help in terms of how my body distributes fat? Are there ways to assist your body into distributing fat into certain areas? I know this may sound like a weird question, but I figured I'd ask.
