Wouldn't be healthy at all to lose that much that fast at your stats. It would require 2350 caloric deficit daily... So it's more than extreme if you ask me, for a teen it means stunt growth and delayed puberty along with serious energy problem.
Shortest amount of time? Probably 4-5 months... And 5'5 115 is on the fringe of underweight, you definitely don't need lose that much.
