Question: How to tone up without losing weight?

Is it possible? Can you get abs and tone your legs without losing any weight? I'm not allowed to lose any, doctor's orders. It's a health thing. I'm 18 and I weigh 112 (I'm about 5'5-5'6). If so, how do I go about doing this? Thank you! How on earth do Victoria's Secret models exercise so much yet manage to maintain their curves? Question of the day if I'm honest
