Should i gain more weight if i want to gain muscle mass.?

I am 15 almost 16, 5'3-5'4 115 lbs. I'm not sure if I'm too skinny. I have 12.5 in. Arms 28 in. Waist 33in. Chest 12in calves and 24in thighs. Also what part should I train start training more.
