Why am I not loosing weight ?

Okay well I've tried to make changes to my diet and I feel like Im still not loosing weight. My typical diet is oatmeal for breakfast early at like 6 then a parfait at like 12ish, and then when I get home I usually eat dinner like rice ( not a lot, small portions) . I workout like do elliptical for 40 minutes and do 30 squats, crunches etc in the afternoon. I've been doing this like 4 months now and I havent seen a major weight loss. In the mirror, I feel like I look good and I like my figure but then I see some pictures of me and I hate how I end up looking. My weight is concentrated in my hands and breasts which I hate so much because its hard to loose and also I feel like my face is somewhat chubby. Why am I not loosing weight ??
