Eating right and working out but STILL gaining weight

I have been on a rigorous exercise routine and have been eating really well going on six months now. When I first began working out I had to take it slow because I had a partially torn ACL in my right knee. It is still pretty painful but I make sure that I get a good workout without straining it. I eat salads, proteins, veggies and fruits for the most part and painstakingly keep track of my calorie, carb, and fat intake every day.



At first when I started this I lost six pounds in a week. And then all of a sudden I started gaining. And then I gained more, and then more. I am now 20 pounds heavier than when I started doing this. I am not losing inches either, I am gaining them. I don't get it. If I eat like crap I lose weight or stay where i am but if I do what I am supposed to I gain weight.



I don't have insulin resistance or diabetes and do not have thyroid issues. I do have Polycystic Ovary Syndrome which makes it harder to lose weight, but I do not believe that I should be gaining as much weight as I have been. I am at the heaviest I have ever been in my life. I am tired of being like this.
