Toilet Paper Scarcity

I have never a thing like this. fear of scarcity of toilet paper. There can be fear of scarcity of water, food, milk etc but toilet paper? But this has what happened in Venezuela and to such an extent that the govt has to take in hands the factory of toilet papers.
