Eating 800 calories a day and not losing weight.?

I know it's not healthy to eat under 1200 calories a day. I have been exercising everyday and eating only fruits and vegetables up until dinner, then for dinner i will eat whatever the family is eating but only one helping, no seconds. I'm not starving myself, I'm eating a lot of fruits during the day which fill me up but aren't high in calories. I am not losing any weight. In the beginning I lost a few pounds. I'm 5'6" and in the past year I went from 115 (which I've been for seven years) to 134. I lost the four pounds in the first week but now some days I will gain a couple pounds back. Some days I will wake up and weigh myself and I'm two pounds heavier than the previous day. I think I gained the weight because I switched to a new birth control but I recently went off of it thinking it would bring my weight back to normal. No such luck. When I exercise it's heavy in cardio and some weight training, but just for toning the muscles. Why am I not losing weight?
