It's called "skinny fat" so yes you are underweight and you still have some body fat. To get rid of it you need to tone up and build muscle. To do this eat about 500 more calories a day and increase your protein. Try doing some strength training exercises for example Pilates. Or if that's too hard sit ups and planks. Try doing squats aswell. Drinking enough water will clear toxins and help you lose the "soft fat" which is cause by water retention. Hope this helped
