Need help to slim down upper arm?

I'm a 5'2 eighteen year old girl with huge shoulders and arms. I used to have normal slim arms until I joined color guard. I used a lot of arm power and gained quite some weight for that and I noticed I've gotten so buff after doing it for 2.5 years. I just quit for about a year now and my arms have not lost their buffness at all. I'm currently working on losing weight with some success except for the arms and shoulders. Any tips or ideas?
