Professor Simon Chapman from the University of Sydney in Australia recently made a very unusual proposal. He suggested that on way to reduce the incidence of smoking was to make it compulsory for a person to get a license before he is allowed to smoke.

I must say that this is definitely a very different approach to solving the problem. Leaving aside the question of how to enforce such a law, what do you think of the merits of a License To Smoke?
