Honestly you're probably just overthinking it, I'm sure your calves look fine :) Heels definitely don't make them bigger! If you're really worried about it and want to slim them down, try working out more often. A combination of running and lifting weights (especially leg presses and doing calf raises on the leg press machine) have given me pretty slim and defined calves. You could have different results depending on your body type, but that's definitely the best place to start. Also, don't let your insecurities stop you from wearing short dresses. If you like them, then wear them :) Nobody's paying that much attention to your calves!
