Can plain packaging reduce the sales of cigarettes?

In an ongoing effort to reduce smoking, some government ministers are considering making it a law to have cigarettes sold only in plain packaging. Maybe something like this:







From my viewpoint, I really doubt the packaging would make any difference to anyone who wants to buy a packet of cigarettes. Of course, that's my opinion. Perhaps you see it another way. What do you think?
