My muscles are soft even though I'm in good shape ? any advice ? please help ?!?

So this is really weird for me. My body is about 13 % body fat and it is pretty well build but my muscles tend to be soft. For example when I flex my biceps I got that peak on it but it is kinda soft. I mean it's not that much soft but I got friends who are much more fatter then me, went in gym only for like 4-5 months, don't have pretty big biceps but when they flex it it's much more hard then mine? Biceps is only one example because all my muscles seem to be kinda soft which is a little bit dissapointing ? Any ideas ?
