How much should the school say about what is packed in your child's lunch?

My 5 year old came home from school the other day telling me that she was scolded for having candy in her lunch box. The candy they were referring to were chocolate covered raisins and she was eating them as part of her lunch after she finished her sandwich and vegetable. I was irate especially considering that same day the school served powdered doughnuts as a breakfast option. Do you think the school should be able to dictate what the children bring in their lunch boxes? Has anyone encountered schools with similar policies. I am trying to give the school the benefit of the doubt but for the life of me I cannot figure out the school's motivation here. I would love some perspective.
